Happy Hooligan Bisque Figure This is a wonderful find! Happy Hooligan was created by Frederick Burr Opper in 1900. The well-meaning but ill fated hobo Hooligan could always be recognized by his tin can hat. As well as the newspaper strip the character appeared in animated silent cartoons, a stage play and on sheet music. The 8.5" figure still retains much of its red and black original paint.
